The cities have followed the ICLEI’s Climate Resilient Cities (CRC) methodology. This methodology includes a comprehensive and systematic approach, with a step-by-step guide to develop a GCAP that effectively addresses climate change adaptation, mitigation, and their inter-linkages. The flow diagram for the preparation of GCAP is as follows:
ADB and the Government of Malaysia are presently collaborating on a multi-year knowledge support technical assistance to complete GCAP for 14 cities across Malaysia. These cities will contribute to the IMT-GT’s target of 40 GCAP cities by 2030 or in the near future. For Malaysia to continue developing in a sustainable manner, while overcoming the ensuing economic crisis and accelerating resilience and competitiveness, the government has emphasized the importance of integrated city development with coherent action plans prioritizing investments in quality urban infrastructure. Currently in its 2nd year of implementation, the QII project pipelines of Penang, Langkawi, Kota Bharu and Kuching will be featured prominently in GCIF2024.
The other 10 GCAP cities in the pipeline are: Ipoh, Kangar, Kuala Kangsar, Kulim, Labuan, Manjung, Seberang Perai, Seremban, Taiping and Teluk Intan.
